The knarr key is in a clay bowl sitting in the grass, just a short way north/east-ish from town. The key lets you access the boat's inventory, but not embark. You can't take anything because the boat is being watched. So I went back at night and stealthed, and then was able to 'equip' (not 'take') the enchanted axe. Still trying to figure out how to get the weapons chest key, but I'm going to try using a clay mold on it instead of taking it next. Also, the guard tower next to the water by the start town has a chest inside. There's a good carving knife to be had there. I've never seen any problems from taking anything that it didn't say would be stealing (always have lawful turned on). I generally take a couple of the braziers touse for light on settlement or in mine in the beginning before I can make my own lamp posts. The rowboat seems to be fine - just have to push it a little so it will float.

If you go north a little along road and then follow the coast out to the east there is also a sailboat. Most of the guard towers I have visited have stuff - usually a small or large chest with some items and they are fine to take too (or at least the guards don't seem to care).

A studded leather glove appears in Winkshire soon after starting (one of the NPCs will talk about a missing glove). There is a large chest up near the wall in the north that is locked. I finally successfully picked the lock and found some goodies in there too.
